The septic question depends on the same split. The subdivisions are mostly on county sewer, so a basement bedroom there is an egress question. The farm lots are on septic, and Stark County ties bedrooms to the tank, so a basement bedroom there is a county question first. Ohio requires an egress window either way without a walkout. What a Lake Township basement runs into
In the subdivision belt, not much, which is the point: a tie hole in a poured wall that weeps, a window well that drains badly, and whether the HVAC already reaches the basement or needs extending. Nine-foot walls mean a dropped ceiling still leaves headroom. On the farm lots it is the older story: water at the low corner of the block wall, fixed from outside before a wall goes up; the well pump and pressure tank living in the basement and needing to stay reachable; the beam and the main duct deciding where walls go; and ceiling height, which in the oldest cellars can take living space off the table, and we say so on the first visit. The rough-in is either there or it is not on both sides, and it is the biggest single thing that moves the number.

A basic open finish, a couple of weeks. With a bathroom, one to three months. High-end with a theater or bar, three months or more. The newer basements land at the short end because there is less to fix first.
A rec room and a gym for kids at Greentown Intermediate and Hoover on the south side, or Lake Elementary and Lake High on the north side, an office, and a guest suite with a bath where there is a walkout and the septic allows it. More outlets than you ask for, and insulation under the kitchen.
Permitted and built to be lived in, yes, and in a nine-foot poured basement it is the best square footage in the house. The mistake is the cheap finish nobody goes down to, in new houses and old ones both.
